Click cell I6, hold shift and click I13. This way u can select I6:I13.

Go to Home > Conditional Formatting > Data Bars.
Choose an orange color.

Click cell J6, hold shift and click J13. This way u can select J6:J13.

Go to Home > Conditional Formatting > Top/Bottom Rules.
For Top 10%, pick green fill and dark green text.
For Bottom 10%, pick light red fill and dark red text.
